Two pairs of galvanized brackets for mounting round fenders on your trailer. Use hex-head bolts, with washers and nuts, to attach them to the trailer frame. Use carriage bolts for fender attachment. Pre-punched for 3/8'' bolts. Use one pair per fender. Bolts not included.

These brackets seem pretty good. The description doesn't really indicate how many brackets may be needed to mount a fender. Depending on the area to mount to, you may need two to four brackets per fender.
